Singapore Property Pulse — 5 November 2026

HDB officially confirms Toa Payoh Hillside's Prime BTO terms (11% clawback, 10-year MOP), the CCR-RCR resale price gap hits its narrowest since 1998, and a Tampines executive flat resale sets a fresh town record at $1.275 million.

Kenny's Take

The Caldecott/Toa Payoh Hillside story finally has its numbers, and they confirm what this tracker flagged on 3 November: a roughly $500K discount for a 10-year MOP and an 11% resale clawback is a real trade-off, not a free subsidy — anyone treating a Prime BTO ballot as an automatic win is missing half the deal. The OrangeTee data on CCR's shrinking resale premium is the more actionable story for anyone sitting on the fence between Upper Thomson and a prime-district unit: at 19%, the narrowest gap since the data series began in 1998, the case for picking city-fringe over prime purely to save money is weaker than it's been in nearly three decades. And the Tampines Palmspring record is a reminder that resale isn't standing still either — HDB's own resale ceiling keeps climbing even as the biggest BTO exercise in years hits applications. If you're weighing a Caldecott ballot, a CCR unit, or a resale purchase, the honest framing now is cheaper-but-locked-in versus pricier-but-liquid versus already-rising — not which one wins outright.

🏘️ HDB's Only Prime BTO Project Gets Its Official Terms

  • HDB's November 2026 Build-To-Order exercise — a record 7,964 flats across seven projects in six towns — is now open for applications, closing 11 November 2026, 11.59pm. The confirmation buyers have been waiting on since launch day has landed: Toa Payoh Hillside, the 1,432-unit project beside Caldecott MRT, is the exercise's only Prime-category development, carrying a 10-year Minimum Occupation Period and an 11% resale subsidy clawback.
  • Pricing is now official too: 2-room Flexi units start from $243,000 and 4-room flats from $558,000 before grants — against Toa Payoh's own resale comps of roughly $1.03 million to $1.12 million for 4-room flats, a gap of close to half a million dollars. There are no 5-room units; the mix splits across 2-room Flexi, 4-room, and 256 Community Care Apartments, with age eligibility for CCAs now lowered to 55.
  • This exercise also runs under the National Day Rally's raised income ceilings — $16,000 for families, $8,000 for singles — so some buyers previously over the limit can now apply. For anyone weighing a Toa Payoh Hillside ballot against a resale purchase today, the trade-off is now fully priced in: a roughly $500K discount for a 10-year hold with clawback on exit, against paying resale and keeping full upside now.

📊 The CCR Resale Premium Just Hit Its Lowest Point Since 1998

  • A new OrangeTee & Tie analysis puts the price premium of Core Central Region resale condos over Rest of Central Region comparables at just 19% per square foot on a like-for-like basis — the smallest gap since the data series began in 1998, down sharply from the 64% premium recorded in the 12 months to July 2007.
  • The compression has been fast: the CCR premium was still around 40% a decade ago and 36% five years ago, meaning most of the narrowing happened in just the last five years, a drop of 17 percentage points. For buyers, that's the data behind a pitch agents have been making all year — prime-district condos are no longer the stretch they used to be relative to city-fringe alternatives.
  • It's the same logic behind the Amberwood At Holland "CCR at RCR prices" positioning, and it's worth running the same comparison across the Upper Thomson and Lentor corridors, where Thomson Reserve and Springleaf Residence sit side by side — the premium that used to justify picking one region over the other has mostly closed.

🏠 Tampines Sets a New Executive Flat Resale Record

  • A 1,528 sq ft executive flat at Block 938 Tampines Avenue 5 (Tampines Palmspring) resold for $1.275 million ($834 psf) — a new record for executive flats in Tampines, and the town's second-highest HDB resale across all flat types.
  • It breaks the previous Tampines EC record of $1.24 million ($773 psf), set in June 2026 by a larger but older 1,604 sq ft unit at 856F Tampines Street 82 — a smaller, pricier-per-square-foot flat still commanding more overall. The sale lands inside what's tracked as a third straight month of record million-dollar HDB resale activity, so the resale ceiling keeps climbing even as fresh BTO supply floods the market.

🔭 What I'm Watching

  • The Jurong Lake District Town Hall Link GLS tender, closing 17 November 2026 — up to 1,200 homes plus 40,000 sqm of office space, with bids expected in the $1,100–$1,200 psf ppr range.
  • Whether Thomson Reserve's remaining 125 units (123 regular 2-bedders plus 2 five-bedders) move before year-end now that Springleaf Residence's award sweep has put Upper Thomson back in the spotlight.
