Kenny's Take
Two signals this week point in opposite directions, and both matter. Bukit Sembawang is putting up $1.01 billion — purchase price, betterment charges and a fresh 99-year lease premium combined — to turn a slice of Kallang Distripark into 600–800 condo units plus a public waterfront park, a confident city-fringe bet roughly 5km from the CBD. At the same time, The Serra Residences, the freehold Novena launch I flagged as a scarcity play in issue #80, has sold just 25 of its 133 units by the second day at $3,120 psf — a soft start that suggests freehold alone isn't pulling buyers through the door at that price point. Layer in Marina Gardens Lane's earlier below-estimate GLS bid and the pattern is consistent: developers remain selective about where they commit big capital, while buyers are equally selective about what they'll pay a premium for. For clients weighing a CCR freehold entry against a city-fringe redevelopment story like Kallang, the lesson isn't tenure or location alone — it's whether the price already has the premium baked in. Thomson Reserve's actual booking numbers on 31 October will be the next real test of where appetite sits.
🏗️ Bukit Sembawang Bets $1.01B on a New Kallang Waterfront Precinct
- Bukit Sembawang Estates has agreed to pay $196.04 million for a 5.1-hectare slice of the 13-hectare Kallang Distripark site under a conditional put-and-call deal, with total project cost — including land betterment charges and the premium for a fresh 99-year lease — running to roughly $1.01 billion. The housing plot, with about 41 years left on its existing lease, could yield an estimated 600–800 condominium units at a gross plot ratio of 3.0, alongside ground-floor commercial space, a 2-hectare public park, and a 15-metre waterfront promenade.
- The site sits in the city-fringe Kallang corridor, roughly 5km from the CBD and a short walk from Kallang and Geylang Bahru MRT stations. The deal still needs shareholder approval at an EGM and in-principle approval from the Singapore Land Authority for the lease renewal, so it isn't done yet — but it's a clear signal that developers see value in city-fringe waterfront land even as they stayed cautious on Marina Gardens Lane's downtown GLS site last week.
🏙️ The Serra Residences' Freehold Bet Meets a Cool Reception — 25 of 133 Units Sold
- Far East Organization's freehold The Serra Residences in Novena has sold 25 of its 133 units (about 18.8%) in the two days since its 16 October launch at $3,120 psf. That's a noticeably softer start than the scarcity narrative around its launch suggested — only a small slice of CCR launch supply since 2024 has been freehold, but this result shows that tenure alone isn't enough to clear a premium price point quickly in the current market.
🔭 What I'm watching
- Thomson Reserve's ballot on 29 October and booking day on 31 October, as its 17–27 October public preview window closes — the clearest live comparison yet against Serra's soft take-up at a similar price tier.
- Whether Bukit Sembawang's Kallang Distripark deal clears its EGM and SLA lease-renewal approval — and whether the eventual launch pricing there tests the same city-fringe ceiling Kallang/Whampoa's recent HDB records have been pushing against.
