That directly reopens the door for large stalled sites like Braddell View, Laguna Park and Pine Grove, and ERA's Marcus Chu is calling it the biggest turning point for en bloc since the pre-pandemic 2017-18 boom. It isn't a free-for-all though — the Bill also raises the bar to start the process (35% owner support just to convene the sale committee, up from 20-25%) and shortens the signing window from 12 to 6 months, so momentum has to be real before a sale gets moving. Yesterday's news that Lakeside Towers is on a third en bloc attempt at an unchanged price is the exact problem this Bill is aimed at — getting stalled, well-supported sites over the consent line.
